2023 Legislative Accomplishments

The 2023 Legislative Session was a closely-watched, incredibly productive session in which we passed historic legislation to support Vermont’s families and childcare system, build and renovate housing in towns throughout the state, advance climate & environmental preservation programs, protect reproductive and gender-affirming healthcare, reduce the harm of the opioid epidemic, and improve gun safety & suicide prevention efforts. In late June, the Session came to a close after we reconvened for one day to override five of the Governor’s unprecedented nine vetoes this session, including vetoes of the state budget and crucial childcare legislation.

I was the lead sponsor of the childcare legislation, and worked throughout the off-session with other childcare champions in the legislature to introduce a comprehensive bill that eventually became Act 76 on Vermont’s Childcare and Early Learning System.  As a member of the Senate Health and Welfare Committee, I helped shepherd the childcare legislation and numerous other important health and human services bills through the Senate. I also had the honor of serving as the new Chair of the Senate Government Operations Committee, where we passed crucial legislation to provide better oversight of Vermont’s 14 sheriffs and county law enforcement operations.

In total, 81 bills and 16 municipal charter changes became law. Childcare & Early Childhood Education

Leading the charge for historic investments in childcare was my first priority during this past legislative session, resulting in Act 76, the monumental childcare legislation that will expand access and affordability for families and better support childcare programs and early childhood educators.

Reproductive & Gender-Affirming Health Care

With the continued attacks on abortion and transgender healthcare across the country, the Vermont Legislature acted definitively to protect patients seeking these vital health care services and the healthcare professionals providing them in Vermont.

Housing Investments & Reform

Since the start of the COVID pandemic, we have invested significant funding in housing supports and development, including rental assistance, the temporary emergency hotel program, renovation of rental housing, mobile home park improvements, affordable housing construction, missing middle housing, and various supportive housing programs.

Climate Change & the Environment

The devastating summer floods in Vermont and forest fires in Quebec underscore how climate change is directly impacting the lives of people in our state and region. I know Vermonters want climate action and responding to this existential crisis in the short- and long-term was a priority again this session.

Substance Use Harm Reduction

As a member of the Opioid Settlement Advisory Committee, I have been a vocal advocate for focusing on harm reduction measures that will save the lives of Vermonters caught up in this horrible epidemic.

Gun Safety & Suicide Prevention

This session, the Legislature approached gun violence from the perspective of child protection, suicide prevention, and community safety.
